Modernizing Public Employment: Baseline Assessment & Strategic Planning for the International Labor Organization (ILO)
Milestone Synergy completed a high-level consultancy for the International Labor Organization (ILO), focused on a comprehensive Baseline Assessment of Nepal’s Public Employment Service (PES) system. This assignment was critical in evaluating the readiness and efficiency of employment services across all three tiers of government—federal, provincial, and local levels.
The Objective
The primary mission of this consultancy was to diagnose the current landscape of employment services and design a future-ready roadmap. Key goals included:
- Framework Evaluation: Conducted a rigorous review of legal, policy, and institutional frameworks governing the PES system.
- System Diagnostic: Evaluated existing systems to identify operational gaps and critical funding bottlenecks within local Employment Service Centers (ESCs).
- Modernization Strategy: Developed specialized PES tools and a strategic reporting framework to enhance service delivery nationwide.
Methodology & Approach
Leveraging over 15 years of expertise in organizational development and policy formulation, we executed this project through a collaborative and data-driven approach:
- Policy & Institutional Audit: Performed a thorough audit of the federal and provincial policies to ensure alignment with international labor standards.
- Stakeholder Engagement: Facilitated deep-dive consultations with key stakeholders at various government levels and within the ESCs to uncover ground-level operational challenges.
- Gap Analysis & Tool Development: Identified structural deficiencies and developed modern tools designed to streamline how employment services are tracked and reported.
- Action Planning: Crafted a comprehensive PES Action Plan aimed at creating a sustainable and highly coordinated approach to employment services across Nepal.
The Milestone Impact
The result of this assignment provided the ILO and the Government of Nepal with a clear, actionable blueprint for modernizing the public employment landscape.
